The Ministry of Communications & Information (MCI) in Singapore has roped in global marketing consultancy R3 Asia Pacific to provide strategic consultancy for its Creative Services Period Contract and Framework Agreement (PCFA), according to documents made public by GeBiz and noted by MARKETING-INTERACTIVE.
The MCI’s legal documents articulate its intention to onboard a contractor to revamp and enhance the development, execution, and assessment methodologies of the Creative Services PCFA, in line with industry standards and benchmarks.
Under this collaboration, R3 Asia Pacific will furnish MCI with expert guidance on developing and evaluating the tender for the Creative Services PCFA. Furthermore, they will advise on the application of relevant first-party data to establish industry benchmarks and extend their expertise to bolster the tender evaluation process.
R3 Asia Pacific’s role also includes providing insights on tender preparation for the requirements of the Creative Services PCFA tendering process.

The timeline of the consultancy services indicates the completion of consultations with Creative Services PCFA users and industry within three months of the appointment. The provision of tender preparation services is expected to conclude within eight months, while tender management services are scheduled to wrap up within a year of the appointment date.
In another development, Singapore’s Health Promotion Board (HPB) also entrusted R3 Asia Pacific to create, strategize, and deploy integrated marketing and communication campaigns for HPB’s various health initiatives. As per the GeBiz tender documents, R3 Asia Pacific will assess the efficacy of HPB’s existing marketing agency contracts, conduct stakeholders’ needs analysis, and provide industry insights while supporting HPB in implementing best agency practices, enhancing performance management, remuneration models, and team structures to achieve operational efficiencies and cost-effectiveness.
R3 Asia Pacific will also assist HPB in drafting the detailed tender specifications, price schedule, and evaluation criteria, facilitating the onboarding of the selected marketing agency or agencies, and ensuring a seamless transition.
