In the recently announced Malaysia Budget 2025, the government has taken bold steps towards strengthening the nation’s digital infrastructure. With key allocations aimed at promoting digitalisation, enhancing cybersecurity, and preparing the ICT sector for global competitiveness, the budget has received a positive response from industry leaders.
Weng-Yew Wong, Founder and Managing Director of Extreme Broadband and Open DC, and a board member of DE-CIX Malaysia, shared his perspectives on how these initiatives will pave the way for Malaysia’s digital transformation and long-term economic growth.
Supporting SMEs in the Digital Shift
A highlight of the Budget 2025 is the RM3.8 billion allocation by Bank Negara to fund SME digitalisation and automation. This funding is set to accelerate the transition of small and medium enterprises into the digital economy. Wong praised this initiative, stating: “This initiative is not only a financial boost for SMEs but also a strategic move to accelerate Malaysia’s digital economy. By providing accessible funding, Bank Negara is enabling businesses to invest in advanced technologies, streamline operations and enhance productivity.”
He further explained how such support is crucial for SMEs to remain competitive on a global scale, fostering innovation and driving sustainable growth.
Strengthening Malaysia’s Cybersecurity Infrastructure
Recognising the rising threat of cyber attacks, the government has allocated an additional RM10 million to the National Cyber Security Agency (NACSA) and will recruit 100 new staff members. This commitment reflects the nation’s proactive approach to safeguarding its digital infrastructure. Wong noted: “The RM10 million allocation and recruitment of additional cybersecurity professionals come at a critical time. As cyber threats grow in frequency and sophistication, enhancing our cybersecurity capabilities is essential to protect businesses, citizens, and critical digital assets.”
The enactment of the Cyber Security Act 2024 is expected to further solidify Malaysia’s cybersecurity framework, ensuring data privacy and strengthening public trust in the digital economy.

Advancing 5G and ICT Competitiveness
Budget 2025 also brings news of the government’s commitment to launching a second 5G network, with the goal of increasing Malaysia’s competitiveness in the ICT sector. This initiative is particularly timely, given the ASEAN-Malaysia Chairmanship in 2025, during which Malaysia is expected to lead in technological innovation across the region. Wong commented: “The government’s announcement of a second 5G network is a strategic move that will drive the adoption of 5G use cases across various industries, enhancing Malaysia’s position as a regional technology hub.”
